Jim Plump, CEcD, FM, HLM

Jim Plump, CEcD, FM, HLM

Executive Director

Jim Plump has served as Executive Director of the Jackson County Industrial Development Corporation since its inception in 1984.

An Indiana native, Plump is a graduate of the University of Evansville (IN), and also graduated from the Economic Development Institute at the University of Oklahoma. He achieved “Certified Economic Developer” status in 1992 from the American Economic Development Council (now the International Economic Development Council). He also was awarded the “Fellow Member” (FM) designation in 2013 and Honorary Life Membership (HLM) in 2019.

Plump served as founding President of the South Central Indiana Economic Development Region, he is past president of the Indiana Economic Development Association (IEDA) as well as the IEDA Foundation, and serves on the Board of Directors of the Japan America Society of Indiana.

He is involved in many civic and service organizations and was honored in 2001 as Seymour’s Citizen of the Year. In 2004, he was designated as a Sagamore of the Wabash by the Governor of the State of Indiana, and was recognized with the Lifetime Achievement Award by the IEDA during the organization’s 50th anniversary celebration in 2018.

Tammy Hamp

Administrative Director

Tammy Hamp joined the staff as Administrative Director of Jackson County Industrial Development Corporation in February 2022, and is responsible for all administrative functions of the organization as well as providing support to the Executive Director and Board of Directors.

Hamp, a native of Seymour, is a graduate of Seymour High School.  After spending 35 years living in various cities around the U.S, Hamp is thrilled to return to her hometown roots.

Jackie Hill

Workforce Director

Jackie Hill has been employed by Jackson County Industrial Development Corporation since January, 1990. Currently, she serves as Director for the Jackson County Workforce Partnership and has held this position since April, 2000. Prior to this position, she served as Administrative Director for JCIDC.

Hill graduated from Seymour High School and attended Ball State University. She completed the Indiana Economic Development Academy course in 1990. She is a member of the Indiana Economic Development Association, the Education Committee of the Seymour Chamber of Commerce, and is involved in various local civic activities.

Zach Spicer

Zach Spicer

Workforce Partnership Coordinator and Social Media Director

 Zach Spicer is from Austin and graduated from Austin High School in 2001 and Indiana University Southeast in 2006, earning a bachelor’s degree in journalism.   In 2007, he started as a reporter for The Tribune. He served as sports editor from 2008 to 2014 and then got back into the news side.   He remained at The Tribune until the end of February 2024 to work for JCIDC. He is a 2014 graduate of Leadership Jackson County and serves on the Special Olympics Indiana Jackson County county management team as treasurer and public relations and the Anchor House Family Assistance Center and Pantry board of directors as secretary.   While he is not from Jackson County, he has enjoyed getting involved in the community and giving back whenever possible in the place he calls home.
